With reference to your letter No. 53/Hongkong/

6651 (Q.M.G.6), in reply to letter No. A/4621/12, I have the honour to state for the information of the Army Council the follow- -ing facts:-

In September, 1909, the needs of the Hongkong Colonial Budget necessitated an increase of revenue, and in order to raise this a tax was imposed on all alcoholic liquor consumed in the Colony. (See Ord. 27 of 1909: Part I. Duty. Sec. 3(1), )

It was decided (right or wrongly) that this tax should operate against His Majesty's Forces as well as against the General Public, but as it was apparently recognised at that time that His Majesty's Forces ought to be relieved from the effects of that taxation, the Colonial Government passed an enactment making permissible a rebate to these forces (para. 2 (3 c) of Ordinance 30 of 1909). This rebate which amounted in the case of the land forces to about 50,000 dollars per annum Was paid quarterly in arrear up to 31st. December, 1910.
